It is possible for all these years that no one read the association governing documents until recently, or understood California law regarding termite responsibilities, and that is why the association paid all these years. As for whether notification is required? Probably not if someone just got enlightened about the responsibilities regarding termites. I cannot opine as to whether what the board did was right or wrong with regard to changing processes, because I am not familiar with the documents of the association, but they are a critical part of the inquiry.

Hi Beth, I have lived in my condo for the last 25 years and when we have a termite problem both in and out , the asso. pays for it. now they are saying we will have to pay for all inside termite problems. I have never received any paper on this , any notice of any kind. Can they do this without any notification???
                                         Thank you
